The service area is responsible for identification, planning and delivery of development opportunities, ensuring the timely delivery of key property development projects. It involves a proactive approach to the identification of, application and management of grants, and working closely with partners and developers to ensure the Councils ambitions are delivered.
The Property Development team are accountable for ensuring the effective management of a diverse team of external consultants and reporting of schemes, monitoring project delivery and raising and maintaining awareness of the broader strategic issues. The team oversees, and is involved in the project management of schemes, including the preparation, funding and implementation of development, regeneration and other property projects, and the provision of professional advice to teams within the Council
In addition to the management of development opportunities, the service area is responsible for managing the existing commercial estate, optimising revenue while ensuring that the commercial and community estate remain safe, vibrant, occupied, and meet community need. The Estates team has full responsibility for the estate, and ensure valuations, negotiations, lease compliance checks, inspections and repairs are completed in a timely manner, and that income is optimised. The service area provides advice and guidance to the Council on land and property matters, ensures the protection of the Councils estate, and directly supports the creation and ongoing implementation of the strategy for the service.
Additionally both Service areas’ work in Hatfield Town Centre has been shortlisted for four national awards in the last year. The Planning Awards, MJ Awards, LGC Awards and the Revo Awards. Welwyn Garden City is celebrating its centenary year next year with a number of high profile events therefore it is an exciting time to be working in the borough.
The service area makes a significant contribution to the Council’s priorities and is responsible for managing the Council’s General Fund Land and Building portfolio. The service area is responsible for managing the repairs, maintenance, facilities, capital works and safety of the portfolio. The teams bring innovative ideas to ensure buildings remain fit for purpose and meet the needs of the organisation. The teams ensure robust processes are in place for reporting of repairs, inspection and programming of works. The team is also responsible for all aspects of managing the Council’s garage stock, including tenant liaison, debt collection and allocations and buildings management.
In addition, the service area has responsibility for managing the Business Centre’s team, which provides office space for small and start up businesses in the borough. This involves ensuring the safety of the buildings, proactive marketing, and tenant management. The service area is crucial in providing specialist advice on the management and maintenance of buildings, and plays a key role in the Council’s development programme.
